Food Security, Livelihoods & Disaster Risk Reduction

HAPEN aims to enhance food security, nutritional status, and self-reliance by improving household food self-sufficiency and income, and increasing supplies at the market level through rehabilitation and development of production systems. The programme addresses poverty and vulnerability through early recovery, rehabilitation, and development — making target populations more resilient and less vulnerable to future shocks.

Key livelihood interventions include:
Rehabilitating farmers' irrigation schemes with support for suitable management and operation systems
Supporting pastoral and agro-pastoral production systems including semi-urban and urban livestock production
Restocking emergency operations for drought and conflict-affected pastoralists
Supporting fisherfolk communities through improved equipment, market access, and blue economy development
Conducting market research and feasibility studies for enterprise development
Cash-based transfers and social protection linked to livelihood inputs to support household transition from emergency aid to self-reliance
HAPEN integrates disaster risk reduction into all development plans, working with national and federal member state governments on capacity building, contingency plans, and sharing of lessons and best practices as tools for reducing disaster risk.
